So here are a couple of basic things that you can test. ratchet or breaker bar into the square hole (A) on the idler arm, rotate the spring-loaded idler arm to relieve belt tension on the idler sheave (B) and remove the drive belt (C) from the idler sheave. Your symptoms sound like issues with the PTO clutch or with the ignition module (it runs very rough for no more than 5 seconds and dies.) or possible a faulty safety switch.
